Baroness Serota, 49, a Baroness-in-waiting at the House of Lords who has been appointed a Minister of State at the Department of Health & Social Security. She succeeds Mr Stephen Swingler who died last wednesday. Lady Serota was created a life peeress in 1967 for her long services to children. She had a long and distinguished career on the London County Council and its successor, The Greater London Council until she lost her seat there two years ago. She has been involved in many aspects of Social Services and was first chairman of the Government's Health Education Council.February 24th 1969
